You are looking at a Holden Tailgate or Boot Handle Ferrule (Collar)

This handle ferrule is rubber backed which goes over the shaft of the handle before the handle is put in the boot lid on FX (48 215) and FJ Sedan or upper tail gate of FE-WB. This ferrule stops the handle moving once in the panel.
